Jeff Davis: The Confederacy at War casts one player as the Confederate president directing military and civil policy across the entire war. Armies and generals compete for scarce supplies, artillery, ironclads, and rail capacity while Union offensives emerge from an event-driven system. Cabinet members shore up agriculture, industry, and infrastructure, and blockade running finances many actions. The design asks when to fight, where to reinforce, and which political reforms justify their cost as the Confederacy attempts to survive long enough for foreign intervention.
