War at Sea condenses the Atlantic and Mediterranean naval campaigns of World War II into a two-player area-control game. The Axis and Allied fleets begin in historical ports and deploy secretly or openly into a small network of sea zones. When opposing ships meet, repeated combat rounds test gunnery, armor, speed, air support, and the decision to retreat before a valuable force is lost. Control of a sea area produces points and determines whether Allied convoys can reach Britain and Russia, while U-boats, raiders, and limited replacement capacity create persistent strategic pressure. Ships that are damaged or sunk do not simply reset, so every sortie trades immediate control against the remaining strength of the fleet across nine turns.
