Raising Chicago is an economic tile-placement game based on the engineering campaign that physically lifted the city above its muddy streets. Players represent competing firms that place tiles onto resource spaces connected to five public projects. Completing a project triggers an investment contest: the winner spends resources and stacks a tile beneath a building, permanently changing the city. Building positions, ward majorities, council demands, and the timing of contested investments create a tightly connected puzzle in which civic improvement and private ambition are inseparable.
